Policy
1. The hall rental rates established each year will consider a balance between community access and the cost of maintaining the hall.
2. There are restrictions and requirements associated with the hall rental with which any users must comply.
3. Use of the outside area of the community hall for barbeques will be allowed.
Rationale
1. The cost of maintaining the hall is more than $27,250 per year (2022). These costs include: Hydro (heat and light), cleaning, half of the insurance, routine maintenance, grounds maintenance and telephone. In addition, there are, from time to time, major capital investments such as painting, repairs and roofing that are not included in the annual cost.
2. Rental income from the hall does not cover the cost of maintaining the hall and the costs are incurred whether or not the hall is rented. The Galiano Club subsidizes hall maintenance through fundraising throughout the year.
3. The Galiano Club supports community access and enjoyment of the grounds surrounding the Community Hall. Therefore, the Galiano Club maintains the hall rental rates at amounts to support community access to the facility, while meeting its ongoing hall expenses.
Procedures
1. The Board considers the balance between accessibility and costs in setting the rates, therefore requests to waive and/or reduce rental fees may not be considered.
2. Smoking is not permitted in the Hall.
3. The Hall seating capacity is limited to 135 people in chairs, 105 with tables, 255 standing (e,g, dancing).
4. Exits, including wheelchair access must be kept clear at all times.
5. All outside lights should be switched on for evening events – these switches are located inside the Hall vestibule and inside the main Hall on the wall to the left of the door.
6. Events must cease at 1am and the hall must be cleared and locked by 2am.
7. The renter is responsible for:
- cleaning, including returning all materials used to the appropriate storage;
- removal of garbage, including food waste and recycling cans, bottles, papers, plastics;
- locking all doors and windows and turning off the lights; and
- returning thermostat to 15degrees; (in winter time only).
8. Open Flames:
- Only candles are permitted for use in the hall;
- The candles must be securely and safely placed. Specifically, they must be in an appropriate holder, well away from any fabric, decorations or any other flammable material;
- When candles are in use, there must always be a responsible adult present, who is aware of the location of the fire extinguishers and is familiar with their use
- Candles are not allowed to be carried or moved when lit;
- All other open flames such as lanterns, torches are prohibited; and
- For lanterns or other lights which are to be carried, or moved, use battery operated flameless lights
9. Barbeques:
- Permission to set up barbeques must be requested at the time of booking.
- Barbeques may only be set up in a designated area on the grounds.
- Barbeques must be attended at all times, including preheating and cool down periods, by a responsible adult.
- Renters setting up barbeques must have a fire extinguisher available within 20 feet of the barbeques.
- Renters are responsible for clean-up of the outside area after the barbeque.
- Any damage to the grounds because of barbeque use is the responsibility of the renter.
- When the fire risk on the island is extreme, use of barbeques is prohibited.
10. Liquor
- Consumption of alcohol is not permitted without a liquor license and is not permitted outside the hall.
- For events serving liquor, the renter is responsible for obtaining a Liquor License, purchasing liquor and ensuring servers hold a “Serve It Right” certificate.
- The Galiano Club strongly recommends that those renters serving liquor purchase event insurance. Without event insurance, alcohol related accidents or injuries may result in the renter being liable for any personal or property injury which may be caused by such an accident. The Galiano Club will assume no responsibility, financial or otherwise for such liability.
- The Galiano Club will only obtain a Liquor License for Galiano Club events and will not do so on behalf of other users.
